Marketing Consultancy Meaning: Definition, 4 Types and US Data

A marketing consultancy is a firm that is paid to advise an organization on marketing decisions, such as objectives, positioning, pricing, forecasts and the marketing plan, while your own team or an agency does the execution. That is also the US government’s meaning: the NAICS definition of Marketing Consulting Services (541613) covers firms “primarily engaged in providing operating advice and assistance” on marketing issues, and it moves firms that create and place advertising into a separate industry.

The word itself is plain. Merriam-Webster defines a consultancy as “an agency that provides consulting services,” with a first known use in 1909. Add “marketing” and you have a firm whose product is marketing advice. The rest of this page covers what that means in practice: how a consultancy differs from an agency, a solo consultant and a fractional CMO, the four types you will meet, what an engagement delivers, what Census and BLS data say about the industry, and a pass/fail checklist for choosing one.

Marketing consultancy meaning: the official definition, clause by clause

Most definitions online are written by firms selling the service. The federal industry classification is neutral and specific, so it is the cleanest test of what counts. Here is the 2022 NAICS text for industry 541613, split into what is in and what is classified elsewhere.

NAICS 541613 saysWhat it means for a buyer
“Operating advice and assistance to businesses and other organizations on marketing issues”The core product is advice. Nonprofits and public bodies are clients too, not only companies.
“Developing marketing objectives and policies”Setting goals, target segments and rules for how marketing operates.
“Sales forecasting”Projecting demand and revenue, often the input to budget decisions.
“New product developing and pricing”Launch strategy and price setting sit inside marketing consulting.
“Licensing and franchise planning”Growth through licensing or franchising is in scope.
“Marketing planning and strategy”The marketing plan itself: priorities, channels, budget and sequence.
Illustrative examples: customer services management, new product development, marketing management and sales management consultingSales management advice counts as marketing consulting under this code.
Excluded: “creating advertising campaigns and placing such advertising in media”That is 541810, Advertising Agencies. An agency makes and places the work.
Excluded: “developing and implementing public relations plans”That is 541820, Public Relations Agencies.
Excluded: “developing and conducting marketing research or public opinion polling”That is 541910, Marketing Research and Public Opinion Polling.

The practical test follows from the exclusions. If the firm’s main output is a recommendation you act on, it is a consultancy. If its main output is ads, content or press coverage that it produces and runs, it is an agency, whatever its website calls itself.

Marketing consultancy vs marketing agency vs consultant vs fractional CMO

These four are sold to the same buyer and often described with the same words. The business model is what separates them: what you are buying, who does the work, and how the bill is built.

Firm counts are from the Census Bureau’s Statistics of U.S. Businesses for 2022. The billing rows describe common structures, not rules; plenty of firms mix them. If the leadership model is your real question, the CMO consultant vs fractional CMO guide compares interim and fractional roles in depth.

What is a “marketing consultancy agency”?

It is a hybrid label for a firm that sells both the plan and the execution. Many do this well. The trade-off is incentive: a firm that earns most of its revenue from running campaigns has a reason to recommend campaigns it runs. That is not a reason to avoid hybrids, but it is a reason to ask what share of their revenue comes from execution, and to get the strategy as a separate, standalone deliverable you could hand to someone else. Our guide to the full-service marketing agency covers that model from the agency side.

The four types of marketing consultancy, with real examples

“Marketing consultancy” covers a global strategy practice whose senior partners sit in cities from Seattle to Seoul and a two-person firm down the street. Here is how the market actually divides, with each example described from the firm’s own page.

TypeWhat they sellReal examples, in their own wordsWho usually hires them
Strategy firm marketing practicesGrowth strategy, pricing, customer experience and marketing organization design, backed by proprietary data toolsMcKinsey’s Growth, Marketing & Sales practice lists 12 service areas, from Branding and Pricing to Marketing Return on Investment, plus tools such as Periscope by McKinsey. BCG’s Marketing and Sales practice lists Digital Marketing, Personalization and Marketing Function Excellence, with BCG X products such as Fabriq Personalization AI. Bain’s practice is built around its Net Promoter System and lists Brand Strategy, Pricing Optimization and Customer Insights & Segmentation.Large enterprises with a board-level growth question
Specialist consultanciesDeep work on one lever: brand, pricing, or measurementBrand: Interbrand calls itself a “Leading Global Brand Consultancy,” reports operating in 75 countries and publishes the annual Best Global Brands ranking. Pricing: Simon-Kucher describes itself as “a global consultancy firm” with over 2,200 employees in 30 countries and as a pricing and growth specialist. Analytics and marketing mix modeling (MMM): Analytic Partners lists MMM, incrementality testing and pricing optimization on its GPS Enterprise platform.Mid-size and large firms with one well-defined problem
Boutique consultanciesGeneralist strategy and planning for small and mid-size firms, often with a sector focusThe bulk of the industry: 84.7% of US marketing consulting firms had fewer than 5 employees in 2022 (Census SUSB, figures below)Owner-led and mid-market businesses
Independent consultantsOne senior person’s judgment, sold by the hour, day or projectCensus does not isolate them. Its 2024 Nonemployer Statistics count 1,187,781 businesses without employees in all of NAICS 5416 consulting, with no marketing-only splitSmall firms, and larger firms buying a narrow skill

A note on MMM, since it is the fastest-moving specialist niche: Google now publishes Meridian, which it describes as “an open-source MMM built by Google.” Open-source models mean a measurement consultancy’s value is moving from owning the model to setting it up, feeding it clean data and interpreting the results.

What is a marketing strategy consultancy?

It is the first and third rows of the table: firms whose whole output is the strategy, not channel work. At the enterprise end that is McKinsey, BCG and Bain. For small and mid-size firms it is usually a boutique or a senior independent. Our page on hiring a marketing strategy consultant covers that individual route.

How big is the US marketing consulting industry?

The best count comes from the Census Bureau’s Statistics of U.S. Businesses (SUSB). The 2022 tables, released April 2025, are the latest SUSB year published, and they draw on the 2022 Economic Census for receipts. They cover employer firms only, so solo consultants without staff are excluded.

Bar chart of 2022 US receipts by industry: marketing consulting $79.5 billion, advertising agencies $59.4 billion, marketing research and public opinion polling $26.7 billion, public relations agencies $16.9 billion.

Firms with enterprise receipts under $1 million40,754 (83.1% of firms)

Source: Census SUSB 2022, US by 6-digit NAICS and the receipts-size table. Size classes refer to the whole enterprise, so the 186 large firms include big companies with a marketing consulting unit, not only pure-play consultancies. The average per firm is our division and is pulled up by those large firms.

Two things stand out. First, this is a market of very small firms with a heavy top: fewer than 200 large enterprises take more than a quarter of the revenue. Second, marketing consulting is bigger than advertising agencies (541810) by firm count and by receipts in the same Census tables, but an average advertising agency is much larger: $59.4 billion across 13,682 agency firms works out to about $4.34 million per firm, against $1.62 million for consulting.

Is marketing consulting growing? BLS data, 2015 to 2025

For a more recent read, the BLS Quarterly Census of Employment and Wages (QCEW) publishes annual averages for the same industry code through 2025. QCEW is built from state unemployment insurance records and excludes proprietors and the unincorporated self-employed. Its establishment count is much higher than SUSB’s, so the two should not be mixed. Use SUSB for firm structure and revenue, QCEW for the trend.

Bar chart of private marketing consulting establishments in the US: 42,136 in 2015, 54,153 in 2019, 93,903 in 2024 and 96,264 in 2025.

Establishments rose 128% from 2015 to 2025 while employment rose 48%, so the average worksite shrank from about 5 people to about 3. Between 2024 and 2025, establishments grew 2.5% while employment slipped 0.3%. The industry is adding many more small shops than it is adding jobs, which matches the SUSB picture of a market dominated by very small firms.

The five states with the most marketing consulting jobs in 2025 were California (42,416 jobs, $115,195 average pay), Florida (32,197, $93,991), Texas (31,719, $94,052), New York (22,039, $152,958) and Illinois (17,195, $136,365), from the same QCEW file.

The in-house comparison: what BLS says marketing staff earn

A consultancy is often weighed against hiring. The BLS Occupational Employment and Wage Statistics for May 2025 give the national benchmarks.

Occupation (SOC code), May 2025Employment10th percentileMedian90th percentile
Marketing Managers (11-2021)395,240$90,260$166,790$293,610
Market Research Analysts and Marketing Specialists (13-1161)899,580$43,390$78,760$155,480

A marketing manager at the median costs about $13,900 a month in base pay before benefits, payroll taxes and tools. That is the number to hold any consultancy retainer against, with one difference in kind: the manager executes every week, the consultancy decides and hands off.

What a marketing consultancy engagement looks like

Engagements vary in size, but well-run ones move through the same phases. The useful question is not “what is your process” but “what will I hold in my hands at the end of each phase, and how do I know it is finished.” This table is the version I would put into a statement of work.

PhaseDeliverable you should receivePass test before you move on
1. ScopingStatement of work naming the decision to be made, deliverables, dates, fee basis and who staffs itThe decision fits in one sentence, and each deliverable has a date
2. DiscoveryData request list, stakeholder and customer interview notes, access to analytics, CRM and ad accountsThe request list arrives in the first week and every item has an owner on your side
3. DiagnosisFindings on funnel, channel economics, competitors and customers, with the evidence behind eachEvery finding cites your data or a named source, not general best practice
4. RecommendationThe strategy: objectives, target segments, positioning, channel and budget allocation, sales forecast with stated assumptions, pricing if in scopeEach recommendation has a cost, an owner and a metric; the forecast lets you change assumptions
5. Roadmap and handoverA 90-day plan, KPI definitions, briefs your team or agencies can execute fromYour executor can start without the consultancy in the room
6. Advisory support (optional)Monthly review of results against the plan, decisions on changesEach review ends with a decision log, not just commentary

Phases 1 to 5 fit a single fixed-fee project. Phase 6 is where a retainer makes sense, and only once the plan exists. Ask to own every working file: spreadsheets, models, dashboards and interview notes. Without them, the next advisor starts from zero.

How to choose a marketing consultancy: 10 checks with pass and fail answers

Use this in the first two calls. A consultancy that fails three or more is the wrong fit, whatever its logo list looks like.

CheckPassFail
1. Can they restate your decision? They summarize your problem in one sentence you agree withThey pitch services before asking about the decision
2. Advice or execution revenue? They tell you what share of revenue comes from execution and keep the strategy separateThe recommendation is a list of services they sell
3. Who does the work?Names and roles of the people staffed, and how many hours the person pitching will spend“Our team” with no names
4. Comparable proofTwo references at your size and business model you can callLogos only, or results with no baseline and no time frame
5. Sample deliverableA redacted strategy or plan from a past engagement“Every engagement is bespoke” and nothing to show
6. Data planA specific list of the data and access they need firstVague talk about “a discovery period”
7. OwnershipContract says you own deliverables, models and filesModels stay with the consultancy or sit in a tool you lose at exit
8. Success measureOne or two agreed metrics and how they will be readSuccess defined as “delivering the strategy”
9. Exit termsProject fee tied to deliverables; retainer cancellable on short noticeLong minimum terms before the plan exists
10. HandoverThey ask who will execute and plan the brief for that person or agencyNo view on who carries the plan after they leave

Two situations where you do not need a marketing consultancy at all. If you already know the plan and lack hands, an agency or a hire delivers faster. If plans keep stalling because nobody owns them, more advice will not fix it; a part-time leader will. My view is that most small firms buy advice when their gap is ownership, which is why check 10 matters most.

If you want to run these checks against a live situation, you can book a consultation and bring the decision you are facing. For channel-specific consultants, the scorecards on our inbound marketing consultant and content marketing consultant pages go deeper on interviews and rates.

Frequently asked questions

What is the meaning of marketing consultancy?

A marketing consultancy is a firm paid to advise an organization on marketing decisions such as objectives, positioning, pricing, forecasting and the marketing plan, while the client's team or agencies carry out the work. The US industry code NAICS 541613 defines it as providing operating advice and assistance on marketing issues, and it classifies firms that create and place advertising separately as advertising agencies.

What is a marketing consultancy agency?

It is a hybrid firm that sells both the marketing strategy and the execution, such as running ads or producing content. Hybrids can work well, but a firm that earns most of its revenue from execution has a reason to recommend services it sells. Ask what share of revenue comes from execution and get the strategy as a standalone deliverable you could hand to another provider.

What is the difference between a marketing consultancy and a marketing agency?

A consultancy's product is advice: a diagnosis, a strategy and a plan that someone else executes. An agency's product is the work itself: campaigns, creative and channel management. The federal classification draws the same line, putting consultancies in NAICS 541613 and firms that create and place advertising in 541810. Census counted 49,047 marketing consulting firms and 13,682 advertising agency firms in 2022.

What does a marketing consultancy do?

A typical engagement runs through scoping, discovery, diagnosis, a recommendation and a handover. Deliverables include a statement of work, a data request list, evidence-backed findings, a strategy with budget allocation and a sales forecast, a 90-day roadmap with KPI definitions, and briefs your team or agencies can execute from. Some clients add a monthly advisory retainer after the plan exists.

How many marketing consulting firms are there in the US?

The Census Bureau's Statistics of U.S. Businesses counted 49,047 employer firms in NAICS 541613 Marketing Consulting Services in 2022, with 281,865 employees and $79.5 billion in receipts. 84.7% of those firms had fewer than 5 employees. BLS QCEW data show private establishments in the industry rose from 42,136 in 2015 to 96,264 in 2025.

What is a marketing strategy consultancy?

It is a consultancy whose whole output is strategy rather than channel work: positioning, segments, budget allocation, pricing and the plan. At the enterprise level that includes the marketing practices of McKinsey, BCG and Bain. Small and mid-size firms usually buy it from a boutique consultancy or a senior independent consultant.
